Investment Incentives

The government of Colima, through various ministries and agencies, offers support and incentives for already established businesses or for companies seeking to locate in the state. These incentives are contained in the Economic Development Law, and consist of the following:

  • Reduction of, or temporary exemption from state taxes and fees
  • Sales, trade or lease agreements for state-owned real estate or movable goods at competitive prices
  • Granting or lending of state-owned real estate or movable goods under special conditions
  • Partial payment of costs for personnel training oriented towards work productivity and competiveness. These payments are effected through a variety of programs, scholarships and agreements with the companies involved.
  • Support for the construction and improvement of infrastructure intended to facilitate business set-up and operation
  • Export promotion program support
  • Coordination of activities to rationalize soil and water use, in order to increase agricultural yields and industrialize livestock production

Support and incentives are granted according to the following criteria:

  • Number of jobs generated and wage levels
  • Amount of investment
  • Time period between the initial investment and beginning of business operations
  • Implementation of personnel training programs
  • Project location
  • Environmental protection and improvement
  • Water consumption and treatment
  • Technological development
  • Export volume
  • Integration and strengthening of production chains
  • Use of local suppliers
